The first step of the REACH process is to submit lists of ‘existing’ chemical substances requiring registration - the pre-registration phase - and to collate existing (animal) test data. The aim of this pre-registration is to avoid duplicating animal test work that may already exist.
Pre-registration offers the opportunity to register at a later stage and will take place within a time frame of 6 months: it starts on June 1, 2008 and will end on December 1, 2008.
The final date for registration in this case is, depending on hazards and volume per legal entity:
| 11-30-2010 | >1000 ton / year |
| | >1 ton / year for CMR (Carcinogenic, Mutagenic, Reprotoxic) compunds |
| | >100 ton / year for PBT (Persistent, Bioaccumulating and Toxic) compounds |
| 05-31-2013 | 100 - 1000 ton / year |
| 05-31-2018 | 1 - 100 ton / year |
